Professional oboist Luis Garzon came to Minnesota from Mexico City in 1886 and stayed to become a grocer and pillar of the Mexican-American community on St. Paul’s West Side. This article traces West Side history back to its modern beginnings, then forward; the slow growth of the Mexican-American colony, the work of Neighborhood House and Our Lady of Guadalupe Church, the floods, and finally the clearing of most of the West Side flats in the mid-1960s.
